Object Desktop isn't designed to be "eye candy". It is designed to allow users and IT managers to create their own unique desktop environments optimized for their particular use (it just happens that most people who use it tend to be able to make Windows look nicer than the default..). In this example, a user is creating  a desktop environment in which the company's requisition spread sheet is built into the desktop.
