No more planetary landings

I seem to be completely stuck and can't figure out how to proceed. Spoilers abound, of course.
I have got to a point where I've met the Plinthi and I need to rid myself of them, but I need to collect something for the Tywom in order to do this. I can't collect anything more, since my ship population is now 3, and I can't send any more landers down. This un-winnable situation seems...cheap. Is there a way I can increase my population while I've got billions and billions of Plinthi onboard? Is there a way to collect the resources the Tywom need without gathering them from a planet?
