can't scan for resources

Bought this game just in the past week. Worked fine up until last night.

Every time I start a new game, it won't let me scan for resources. Instead of the white circle showing the area I can scan, I get a small red hex.

If I mouse over the UI and then mouse back to the map, I get the white circle for a split-second before it turns back into the red hex.

Any ideas?
