Termination Notice bug?

During a campaign game I get a Termination Notice. The thing is my debts are low, my share price was high and i had positive growth over the competitors and - I owned all my own stock?

How does the termination notice work? in that no matter what happens I always lose the game despite strong economic growth being applied?
