Subsequent HQ upgrade eligibility UI glitched

Upgrade your starter HQ to maximum level
Obtain second upgradable HQ (e.g. via stock purchase)
Note that upgrade button, when available/enabled, states you've reached your maximum upgrade level (incorrect)
Note that clicking upgrade still works, too
