Tooltip redraw glitch in the main menu

When I click on the "Change log" button/link, the change log window opens.

I noticed several issues:

If I hover over the OK button, the tooltip "Close Change Log" appears beneath the actual change log window. Screenshot
After I click OK, the tooltip is only partially removed from the screen. It's bottom and right edges, and a square in the top-right, are still visible. Screenshot
Moving around menus (For example, by Pressing "Single Player"), a black rectangle appears on the lower left edge of the screen. It disappears as soon as any tooltip is drawn, i.e. when I hover over any of the buttons. Screenshot
