Scavenger Tutorial Bugged

Hi,

 

I noticed there is a bug in the Scavenger Tutorial (Make It Work). If you build your colony on the location next to the Silicon, you don't get the opportunity to upgrade to HQ level 4, and so you're stuck. 

 

I tried it by founding next to the crater with two carbon tiles, and it worked there. I did not try the third location.
