Where can I get some Tech help here?

I bounce in and out of GC3 every few weeks.  I recently noticed that on 11/1/2017 the 2.6 patch was released.  But I also noted that the fresh game I started on the 9th was showing as ver 2.33.  Now I see that there was a 2.61 patch released on the 9th, but my Steam Library game _still_ shows as ver 2.33.  This is the case despite the fact that under Properties/Updates I have it set to "Always keep this game up to date."  

I started my search for an answer and remedy by throwing me over to the Stardock site.  There, I tried to find a menu listing for Support, but there is none that I can find, anywhere I look.

So here's my plea to the universe at large:  How can I get my Steam Library game patched to ver 2.61?
