Nobody wants to play with me...

I don't know if it's a bug or just my game, but suddenly my population is no longer changing. Doesn't matter what planet I'm on or how many planets I controll. I won't change. Growth is at 0 everywhere.

I also notice that the skills of the population I do have are all set to 0 so it no longer matters what I train them to  

Anyone else experienced this?
