Can't Install Window Blinds

I have a subscription and installing Window Blinds through Object Desktop fails.  So I tried downloading a stand-alone version, and it fails as well.  It appears to hang on wbload2.dll as noted in the image below.

Current on all windows patches, Win 10, Intel I7.
