GCIII - Xbox PC App - Unable to install DLC

I've been trying to install DLC for Galactic Civs III on the Xbox PC app for a few days now, but I keep getting an error (Error: 0x87e00017). Other users have reported being unable to install the DLC and are getting the same error as well.

This happens to every DLC I have tried (Mercenaries, Intrigue, and Rise of the Terrans)

I spent an hour on the phone with Xbox Support and they said it's an issue that Stardock has to fix - not an issue with Windows or Xbox.

I've tried everything I can think of including installing on different devices, on different networks, different drives, etc. I've also attempted installs on 100% fresh Windows 10 AND 11 installations. Every time it fails with the same error. 

The DLC download reaches 100%, and then says failed. It DOES actually download the DLC - you can browse the files, and everything is there. But something happens when it tries to 'install' the DLC that it can't proceed.

Is there any fix for this?
