Missing AI Opponents

I've been trying to learn the game and have been having fun while losing badly. However, since the last update, when I try to start a new game, it is missing opponents. I started two separate games on a small map with 5 AI opponents only to discover that there was only 1 AI in the game. I enabled cheats so I could start several games and reveal the map. Each time there was only 1 opponent. When I tried setting up medium maps with 10 opponents, they consistently started with only 4 AIs in game.
